DCAA Compliance for Small Businesses

Many small businesses come to us with the question of “what do I need to do to have an accounting system that is DCAA compliant”? That is a good question, and somewhat complicated for a small business. See Figure 1 for a quick summary of what is required. In today’s rapid paced electronic world, many people are looking for a panacea software that answers all their needs. Just purchase this software and that is all you need to do. Life should be this simple, right? Well, not exactly. Just like the old computer programming adage, “garbage in, garbage out”, the software is only as good as the knowledge of the operator and the integrity and structure of the information going into the software.

Is QuickBooks DCAA Compliant? QuickBooks and DCAA Compliance Requirements

DCAA QuickBooks®

Many start-up businesses and small businesses are in need of a DCAA compliant accounting system but cannot afford many of the options for software that is DCAA compliant “out of the box”.  These “out of the box” solutions usually include systems like Deltek CostPoint®, Deltek First Essentials®, Sage Mass 90®, Jamis Prime®, Microsoft NAV® as modified by PVBS, Procas® and ERP-Gov® to mention a few.  A small business wants a system that is not too complicated for their simple structure and yet can be affordable for their limited budget and still have the capability of passing a DCAA audit.  The good news is, “Yes” a system based on software like QuickBooks® can be made compliant.  Normally a QuickBooks® system cannot be compliant without the addition of what I call satellite systems.  The following graphic illustrates this concept:

Can I use QuickBooks for Government accounting?

Many people think that to be compliant with DCAA requirements you cannot use QuickBooks for your accounting system.  While QuickBooks is not designed to meet the FAR and DCAA requirements (it is not a government approved accounting system out-of-the-box), and it has some limitations on meeting all the requirements, there are ways to make a QuickBooks system meet all the government's requirements.
