SBIR/STTR Reauthorization Bill, part 3

"Well, there you go again!"

 The House passed a resolution this week to postpone again the deadline for the reauthorization for the SBIR/STTR act.  The program has been extended to October 31, 2009 per H.R. 3614 that was approved by a 417 to 2 vote.  I'm curious what rationale the 2 votes against this were unless they wanted to resolve it by the September 30 deadline.  Since the September 30 deadline is only next week I think we can assume the Senate will also pass this bill to extend to October 31. 

So once again, a one month extension.  For those of us counting, this is the fourth extension of the program since the original deadline of September 2008.  This is the second month in a row where they have extended the deadline by only a month which may indicate that congress feels they need to do something on this soon.  We think this program will eventually be extended but it has been a painful process (most acts of congress are).  In the meantime, there doesn't seem to be too much information as to what real progress is being made, if any.  So is another delay in line a month from now?  Time will tell.
